The record keeping system is very poor. Losses of vital&nbsp;records have been&nbsp;reported in the&nbsp;past and besides,&nbsp;protecting the file system from unauthorized access is a problem that has defied solution.<\/li>\n<li>Delay in conveying vital information: Unnecessary time is wasted conveying information through the ladder of authority.
